Reading the Seasons: When Mineral fuels and oils Moves
The mirror is showing us something worth reading slowly. Across all 27 EU reporters, mineral fuels and oils imports fell €589.3B year-over-year, a drop of -13.8% from 2024 to 2025. That is the largest single shift in this cycle, and it did not travel alone. Exports of the same category moved in tandem, down €339.5B, or -14.7%.
When both sides of a flow contract at once, the story is rarely about one buyer or one seller. It is about the whole basin drawing breath. Fuel is moving less in both directions, and the mirror registers the pause.
Meanwhile, precious stones and metals imports rose €127.5B, a gain of +28.4%. Capital is reallocating. What leaves the hydrocarbon column does not vanish; it finds another shelf. The composition of the EU import book is quietly rewriting itself while the headlines chase other weather.
Now the seasonal layer. Averaged over 2021 through 2025, mineral fuels and oils imports into the Netherlands peak in October at index 1.109 and trough in December at index 0.901. Rotterdam breathes on a calendar the traders already know by heart — the pull before winter, the release after.
August reads 1.038. Near baseline. The seasonal engine is neither pressing the accelerator nor lifting off. This month, volume gives little directional steer, which means whatever narrative the market chooses to tell itself in August is being told without much help from the flow itself.
That is the honest reading. The year-over-year contraction is real, the reallocation toward HS71 is real, and the October pull is coming whether or not anyone is watching for it. The data points toward a market whose center of gravity is shifting — but August is not the month it announces itself.
