What the EU Trade Mirror Sees: Mineral fuels and oils Imports Cools

The mirror is showing something worth pausing over. Across all 27 EU reporters, mineral fuels and oils imports fell €589.3B year-over-year, -13.8% from 2024 to 2025. That is the largest shift in this cycle. The corresponding export side moved in step: HS27 exports down €339.5B, -14.7%. Two legs of the same trade, cooling together.

Set beside that, precious stones and metals tell a different story. HS71 imports rose €127.5B, +28.4%. Capital is moving somewhere; it is not moving into hydrocarbons at the rate it used to.

The Dutch seasonal pattern gives the finer texture. Averaged over 2021–2025, HS27 imports into NL peak in October at index 1.109 and trough in December at index 0.901. Rotterdam breathes on a schedule, and the schedule is legible.

For August the index reads 1.038. That is near the baseline. The month does not push, does not pull; it hands you a quiet floor from which to read the larger annual retreat without seasonal noise distorting the signal.

Put the two lenses together and the flows point toward continued softening in HS27 volumes into the EU, with the -13.8% annual print doing the heavy narrative work and the 1.038 August index refusing to argue against it.
